Gerald Arthur
Officers Anthony Villavaso and David Ogozalek pulled Gerald Arthur over for running a stop sign. Arthur allegedly fled when the officers tried to handcuff him. The family’s lawsuit claims the officers wrestled Arthur to the ground where Villavaso placed Arthur in a chokehold for several minutes while other officers kicked or struck him. City attorneys blamed Arthur’s death on “acute excited delirium.”
